Why chiral(-*C-)centre attached Ethylene(-CH2-)group splits into two separate protons(or)peaks ?

The protons in the -CH2- group are not equivalent in that situation. Try imagining or building a model - you will see that it is impossible to interchange the two protons by simply sampling different conformations.

The chiral center nearby removes the D_2h symmetry of the -CH2- group, that is there is no more mirror plane.
